BACKGROUND: Appalachian Power submitted an application to the Virginia State Corporation Commission (SCC) on June 20, 2008, for approval to construct its Sunscape project. No decision has been ordered. If the SCC approves the proposal, Appalachian Power expects to begin engineering, surveying and right-of-way acquisition in 2009 and starting construction later in the year and have the project in service in June 2010. The project consists of 138-kV electric transmission line and substation to serve customers in Roanoke County and the City of Roanoke. The estimated project cost is $11 million. The project is intended to meet growing electric demands in the Roanoke area. The project is opposed by Neighbors Opposed to Power Encroachment, a citizens group consisting of area neighborhood residents. The group cites various reasons for its opposition, including obstructed views, noise, unsightliness, health risks, and diminished property values.
