BACKGROUND: Mid-Michigan Energy, a joint venture between Dynegy and LS Power, proposed a 750 megawatt plant near Midland, Michigan. The company was in the early stages of its permit application, and planned to begin construction in 2009. Mid-Michigan submitted air pollution and construction permit applications to the Michigan Department of Environmental Quality. The draft permit has not yet been issued for notice and comment. Cost estimates for the plant have risen from $1.3 billion to $1.9 billion because of increases in construction and labor costs due to the delay. The project has been opposed by the Sierra Club, which led a year-long campaign against the Dynegy’s coal projects, "Clean Up Dynegy.” LS Power planned to continue with the project, however Dynegy announced in January 2009 it was backing out of the venture citing tight credit markets and economic uncertainty.
