BACKGROUND: The Board of Holland Public Works (BHPW) announced plans to build a 78 mega-watt coal-fired plan in 2008 worth $238 million. A $35,000 feasibility study was performed in October 2008.
The Michigan Sierra Club, citing the decision in the Bonanza/Deseret case, wrote a letter to the Department of Environmental Quality Director requesting the Department deny issuance of the air permit. However, the Department granted a draft air permit to BHPW in November 2008. In response, the Sierra Club filed suit against the City of Holland and the Holland Board of Public Works seeking enforcement of the Clean Air Act for the existing portion of the power plant.
BHPW is also faced with the coal moratorium placed by Governor Granholm.
