BACKGROUND: In August 2008, Everpower Renewables submitted an application for a 32-wind turbine project at Chipmonk Ridge. The Allegany Town Planning Board decided in November 2008 that the proposed wind turbine project will have an environmental impact. That decision furthered the environmental review process. Everpower now has to prepare a draft environmental impact statement. There is no set timeline on when it has to be completed. The President of Everpower said the company has already been working on studies in anticipation that the board would find that the project has potential environmental impacts. Some local residents have expressed concerns with the wind turbine project and are troubled over the "daytime shadow flicker" when the sun hits the turning rotors, the possible effects on children and those affected with post-traumatic stress syndrome. Other troubling aspects include the lighted turbines at night and its affect on driving, as well as safety concerns over ice throw off the wind turbines.
